I mean, I "understand" as in this is funny because there will be someone talking to me and I'll have no idea what they're talking about because I can't understand them. This has particularly happened with ordering food in pubs. The guy will have to repeat himself two or three times because it takes awhile for me to process and sort out what he's saying to me because he has such a thick accent.
To be clear, I have no idea what they're saying in this video. And that's why it's funny.
